The RACI Tool for Ministry

The RACI Tool for Ministry is a downloadable resource designed by Dave Harvey to streamline and clarify the power and responsibility dynamics within ministry organizations. The RACI Tool helps you navigate the RACI process by mapping out the individuals involved in key actions and their roles within the "Shepherding Leadership" section.

This tool specifically focuses on two critical aspects: "Appointment of Elders" and "Eldership Growth and Care." By utilizing the RACI Tool, you will be able to identify all the specific tasks associated with each action and assign the appropriate individuals as responsible (R), accountable (A), consulted (C), or informed (I).

The RACI Tool operates on a set of defined rules to ensure effective implementation and clarity throughout the process. Here are some key guidelines to follow:

  1. Only One Responsible and Accountable Person: To avoid confusion and potential work duplication, it is crucial to assign only one individual to the responsible and accountable roles for each task.

  2. Responsible-Accountable is Mandatory: While consult and inform roles are not obligatory for every activity, every task must have individuals assigned as responsible and accountable. Even if tasks are automated, someone needs to be held accountable to ensure completion.

  3. Communication with the Consultant: Effective communication is vital when consulting individuals before making decisions or taking action. Establish a two-way channel of communication with stakeholders or subject-matter experts to consider feedback and improve decision-making.

  4. Informing the Required Parties: This communication channel serves as a one-way flow of information, notifying stakeholders or others about imminent or completed decisions or actions.

  5. "Accountable" for Eldership: In the context of eldership, the accountability of the elder board involves the Board Chair and the Senior Leader, who play crucial roles in supplying information, stewarding processes, and shepherding tasks to facilitate informed decision-making.

  6. Staff Size Considerations: The size of your staff may impact the assignment of responsibilities. Take into account the resources and capabilities available when determining who should be responsible for specific tasks.

To provide a practical example, the RACI Tool includes a sample RACI matrix based on a hypothetical church of 400 members. It assumes a full-time senior pastor, a staff pastor, a worship leader, an administrative person, and a part-time employee or competent volunteers managing finances. Additionally, it considers the involvement of 3-5 elders and engagement with the church on significant decisions, while noting that it does not advocate for a specific polity position.
